The sugar process not only brings complete smoothness for 2-3 weeks, but the hair that grows back will be lighter and thinner than before.
Why?
The sugar technique reaches all the way into the hair follicle and extracts hair from the root.
Without the hair, the follicle shrinks and has to start regrowth from scratch. This results in slower, thinner, less-dense hair growth.

While waxing gets a comparable result at first, the removal and regrowth process couldn't be more different.
Wax extracts the hair against the growth which causes more pain and more breakage.
This breakage could result in less effective results, more ingrown hairs, and less over-all thinning of regrowth.
Waxes are also hot, which leads to potential burning of the skin and removal of live skin cells.

When you shave, you cut off just the tip of the hair exposed above the skin.
This has no effect on the actual root structure of your hair follicle, which means your hair will continue to grow as soon as you step out of the shower.
Shaving can also lead to other issues, such as hyperpigmentation and irritation.

Temperature: Sugar pastes are used at body temperature; waxes are used while hot.
Ingredients: Sugar pastes are made from a mixture of sugar, water, and lemon. Waxes are made of beeswax, rosins, color/fragrance additives, etc.
Method of application: Sugaring requires the paste and gloves to apply ; waxing requires strips, wax, and stick applicators.
Method which the hair is removed: Sugaring removes the hair in its natural direction. Waxing removes the hair against its natural direction.
